SPORTS BRIEFS COMPILED FROM WIRE DISPATCHES Ex-Dolphins star Duper faces cocalne charges after sting Former Miami Dolphins Pro receiver Mark Duper and his brother-in-law were freed pending arraignment on cocainerelated charges after their arrests yesterday during a sting operation. U.S. Drug Enforcement Agency spokesman Jim Shedd said Duper and Brian Briggs were arrested after they tried to buy a kilo (2.2 pounds) of cocaine from undercover officers.

Duper, 35, and Briggs, 25, appeared before U.S. Magistrate Lurana Snow yesterday afternoon, less than 12 hours after they were arrested at a hotel in Pompano Beach, Fla. Duper, released by the Dolphins last summer, and Briggs were charged with conspiracy to possess cocaine with intent to distribute and with possession of cocaine. Both were ordered released on $200,000 surety bonds, even though neither had counsel in court. Their arraignment was set for June 9.

Duper 1 Johnny Holland, the only Green Bay Packers linebacker to play every game last season, is retiring because of a neck injury. Holland, 29, the team's leading tackler the past two seasons, suffered a herniated disk in his neck late in the 1992 season, requiring surgery. He played last season without problems, registering 145 tackles, 97 of them solo. pa Problems developed as he tested his value as an unrestricted free agent. He failed a physical with the Detroit Lions and was evaluated last week by Packers physicians.

He was diagnosed with another herniated disk in his neck. "It's too big a risk and they advised me not to play again," Holland said. "I always said if anything more came up with my neck, any other injury, I wouldn't want to risk my health by playing again." He had more than 100 tackles per season in each of the last six years. Tennis Sergi Bruguera overcame cool weather and a rain delay to defeat Stefan Edberg, Sweden's No. 1 player, 7-6 (8-6), 5-7, 6-3 at Duesseldorf, Germany, to put Spain into the World Team Cup final for the fourth time.

Auto racing In a move aimed at improving safety by lowering speeds after the recent deaths of Ayrton Senna and Roland Ratzinger, Formula One manufacturers agreed on a proposal providing for new technical regulations on engines. The proposal, which was sent to Max Mosley, president of the International Federation, came out of a session at the headquarters of the Ferrari team at Maranello, Italy. A Ferrari spokesman said he could not disclose details of the proposal, which he said also was agreed to by representatives of Ford, Hart, Mercedes, Mugen Honda, Peugeot, Renault and Yamaha.

Other measures recently suggested by FIA to improve safety included increase of minimum weight limits and better protection for the driver co*ckpit. New regulations could be in place for the Grand Prix of Spain, event on the circuit, to be run in Barcelona on May 29. Soccer The executive committee of FIFA, soccer's governing body, voted unanimously to expand the World Cup to 32 teams from 24 starting with the 1998 tournament in France. The tournament's first round will expand to eight groups of four, with the top two teams in each group advancing to the second round. Currently, there are six groups with the top two teams and the four best second-place teams advancing.

This summer's World Cup calls for 52 games in 31 days in nine U.S. cities. Hockey The Philadelphia Flyers fired first-year coach Terry Simpson after the club missed the National Hockey League playoffs for a fifth consecutive season. The Flyers finished with a 35-39-10 record and sixth in the Atlantic Division and 10th in the Eastern Conference. Stephane Matteau scored on a rebound 6:14 into the second overtime to give the visiting New York Rangers a 3-2 victory over the New Jersey Devils on Thursday for a 2-1 lead in the NHL's best-of-seven Eastern Conference finals.

Pearce, head of college hall of fame, dies at 73 LARCHMONT, N.Y (AP) Bill Pearce, chairman of the National Football Foundation and College Hall of Fame, died yesterday in Hilton Head Island, S.C. He was 73. Pearce died of a heart attack while traveling from his home in Palm City, to his home in Lawrenceville, N.J., his wife, Shirley, said. He was a former senior vice president of the Coca-Cola Bottling Company of New York. Pearce became chairman of the National Football Foundation in 1990.

Under his leadership, the organization had an 1 expansion of membership and programs and acquired a new site for its Hall of Fame in South Bend, Ind. Pearce broke ground for the building in ceremonies on April 23. A native of Cincinnati, he played football at Miami of Ohio in 1939- 40. His full brother, Tight Spot, was the 1991 grass champion after winning the Arlington Million that year. Valiant Nature will spot his foes from 4-9 pounds. Golden Gate: Miami Sands and Ask Anita top a field of seven distaffers for the $100,000, Grade III Yerba Buena Handicap at miles on turf.
